The National Agreement
This agreement, reforming the way in which teachers' time is spent, was signed by the government, employers and school workforce unions in January 2003, the intention being to achieve progressive reductions in teachers' working hours by lessening administrative and clerical burdens and providing increased in-class support. Implementation began in September 2003 and concludes in September 2005. Full details can be found below.
September 2003:
Administrative and clerical work – the “ 21 tasks ”
Work/life balance
Leadership and management time
September 2004:
Limit on cover for absent teachers (initially 38 hours/year)
September 2005:
10% guaranteed time for Planning, Preparation and Assessment (PPA)
Dedicated headship time
Invigilation of external examinations by teachers ceases
Implementation of the National Agreement is being overseen by the Workforce Agreement Monitoring Group (WAMG) consisting of representatives of all the signatories
The Role of the LEA in supporting Schools is to:
Promote and support implementation of the National Agreement (the “Remodelling Agenda”)
Promote collaborative ways of working between schools
Facilitate knowledge sharing
Provide expertise and challenge
Work with the National Remodelling Team
Engage schools in change management
Staffing:
Suffolk County Council's Remodelling Team is dedicated to helping schools through this exciting and challenging time. The Project Leader is David Porter (until October 2006, David was Headteacher of Great Cornard Middle School) and Margaret Geaney, is the Project Officer.
David Porter is also the Extended Schools Remodelling Advisor (Lead Officer Viki Muller)
The Training & Development Agency (previously the National Remodelling
Team) have been appointed by the Government to oversee the implementation
of the National Agreement and the Extended Schools Program. The Eastern Region

The Local WAMG Group:
All teacher unions and UNISON are represented on this group which meets termly with LA officers and the Project Leader.
